I know there are some free services out there, but I use RingCentral and it's really good. It's $9.95/month(approx.), which is a cost, but it's very handy with the desktop tool. You can also try http://faxzero.com/ but it looks like it might be expensive if you do a lot of faxing.

To be honest if you own something like PDF most documents you can scan an email vs fax. I rarely fax because I use scanning most of the time.
